In 1939 came the Carmen (Norte de
Santander) a committee of the ministry of public works for the layout of the
main highway from the east. This commission was composed of five people: Emilio
Atehortúa, Chief Engineer, Joseph Caro Leman, Second Engineer, Alfonso Galvis,
Physicians, Eliborio Gutiérrez, Payer, and Carlos Angulo, Chainer; the commission
staff needed to do the job hired twelve men most of whom were natives of Carmen
(Norte de Santander) and who knew enough about the plot, because they had
worked on road Gramalito to Carmen and Carmen to Gloria (Cesar).
