It was founded in 1846 by three Spanish who settled alongside the road, which connected it to the population then and Rio Chico . Their names were Joseph Imas , Rom�n Imas (both brothers) and they uncle, Pedro Oderiz .
Formerly known as San Jose de Rio Chico, the first attempt to raise Municipality happened in 1938 when a group of people sent a communication to the Legislative Assembly of Miranda state , which was requested by the elevation of the village district. Unfortunately, due to political complications that arose in the country , received a negative response from this institution.
However, following a visit by the then President of the assembly above and Carlos Jos� Jaua on January 10 of 1982 , this population (like other two populations) is elevated to the status of Municipality and is called San Jose de Barlovento , on November 10 of that same year .
The independence of the municipality with respect to Rio Chico produced friction between the residents of both towns. Most notable was raised a few days later, when the people riochique�o circulated a leaflet which read, among other phrases, "WE WANT THE BRIDGE TO Paparo"
