by a divide between black and white, native and transient, east and
west. Compared to other American cities, relatively few residents are native
Washingtonians. Most recent census figures report that about 50% of the population has relocated
in the past five years. The transient population is overwhelmingly
professional, young, white, affluent, and highly educated—drawn to the city for
