Kusatsu has a population of 7,419, which is slowly decreasing. The town's main income is tourism (about 90% of the working population is employed in the tertiary sector), with very little industry and almost no agriculture. Kusatsu's infrastructure is well developed: Besides road 292, there are bus connections from Naganohara-Kusatsuguchi station, Shinjuku, Tokyo, and other areas.
