Neira was founded in 1842 by a group of settlers from Antioquia , among whom historians point to Marcelino Palacio, Manuel Holguin, Holguin Pedro, Carlos Holguin, Jose Arango, Cornelius Marin, Manuel Grisales, Antonio Marín, Elias Gonzalez and others.
