Mokpo's status as an open port made if a viable option to Wando as a link to the region's many offshore islands.
In 1914, the completion of the Honam railway line connected the city to Daejeon. On 1 April of that same year, Mokpo-bu (county) was divided into several administrative sections, with the result that only the county's urban downtown area (or Bunae-myeon) remained as what is now Mokpo city (Mokpo-bu). Following Order No. 11 of the Japanese Government General of Korea, Muan county (Muan-bu) incorporated the other myeon formerly comprising Mokpo-bu - Jido, Palguem, and Docho. During the Japanese colonial period, Mokpo's harbor was utilized to deprive the local region of its crops in order to supply the Japanese home islands.
